FlowCare™ and Pandia Health Partner to Expand Access to Period Care in Public Restrooms at Discovery Green®, Advancing Houston Toward Becoming a Period-Positive City
HOUSTON, Texas — Oct 7, 2026 — FlowCare and Pandia Health have partnered to expand access to free period products in the public restrooms at Discovery Green, Houston’s 5th most popular leisure destination. The park welcomed 3.3 million visitors in FY2025, according to Discovery Green’s FY2025 Impact Report.
The partnership follows Discovery Green’s first year of implementing FlowCare’s smart period-care restroom system across its two public restrooms, providing visitors reliable access to period products. Pandia Health has committed to secure funding for the program, extending access to period products. Together, the partnership connects two complementary layers of women’s health: FlowCare addresses an immediate physical need inside the restroom, while Pandia Health provides easy access to birth control, menstrual regulation, and peri/menopause healthcare.
This collaboration turns one of Houston’s busiest greenspaces into a model for making period products and women’s health a standard in every restroom.
With FlowCare, Discovery Green Retained an Estimated 23,660 Visitors, and 93.4% Said FlowCare Improved Their Experience
During FlowCare’s first-year implementation at Discovery Green, from June 30, 2025 through May 7, 2026, 13,000 period products were dispensed in the public restrooms. The visitor survey is a large, real-time study of period-product access in a park. It gathered 948 in-restroom responses and 293 written testimonials from park visitors over 10 months through signage posted in restroom stalls.
Nationally, 86% of people who menstruate have started their periods unexpectedly in public without access to period products, according to the Hawaiʻi Senate Committee report.
At Discovery Green, 97.1% of female visitors surveyed reported having an unexpected period in public without access to a pad or tampon.
The data showed that lack of access to period products directly affects guests’ ability to continue enjoying the park: 52% of respondents said they would have left Discovery Green without FlowCare.
40% said without FlowCare, they would have used toilet paper instead.
7.7% said they would have had to ask a stranger for a product.
By implementing FlowCare’s smart period-care restroom system, Discovery Green retained an estimated 6,760 female visitors. Based on an average party size of 3.5 visitors, that represents an estimated 23,660 visitors retained.
93.4% said FlowCare improved their experience and made them feel supported.
99.4% said period products should be free in every public restroom.
Restroom experience ratings directly reflected dispenser availability: 4.59/5 when stocked (616 responses) vs. 3.44/5 when empty (334 responses), a 1.15-point difference.
One visitor wrote:
“Saved me from having to leave early when my kids wanted to stay longer.”
Another shared:
“I was here for a boat ride, started my period, instead of leaving I was able to enjoy and finish our day.”
The results demonstrate that, in a public space designed for families, recreation and extended visits, access to period products, a basic hygiene necessity, can directly determine whether someone is able to continue their visit.
From period products to smart-restroom management
FlowCare's first year at Discovery Green showed that reliable period-product access works best when it's built into how restrooms are managed. Visitor feedback and usage data showed when restrooms get busy, when demand for period products peaks, and when supplies are likely to run out.
Building on that, FlowCare is rolling out empty reporting and operational insights this year. These tools will help facilities teams respond faster, reduce manual checks, improve replenishment, and increase reliable access.
